The US neutrino community gathered at the Workshop on the Intermediate Neutrino Program at Brookhaven National Laboratory February 4-6, 2015 to explore opportunities in neutrino physics over the next five to ten years. Scientists from particle, astroparticle and nuclear physics participated in the workshop. The workshop examined promising opportunities for neutrino physics in the intermediate term, including possible new small to mid-scale experiments, US contributions to large experiments, upgrades to existing experiments, R&D plans and theory. The workshop was organized into (...) two sets of parallel working group sessions, divided by physics topics and technology. Physics working groups covered topics on Sterile Neutrinos, Neutrino Mixing, Neutrino Interactions, Neutrino Properties and Astrophysical Neutrinos. Technology sessions were organized into Theory, Short-Baseline Accelerator Neutrinos, Reactor Neutrinos, Detector R&D and Source, Cyclotron and Meson Decay at Rest sessions.This report summarizes discussion and conclusions from the workshop. Background: The factors influencing parents’ willingness to enroll their children in biobanks are poorly understood. This study sought to assess parents’ willingness to enroll their children, and their perceived benefits, concerns, and information needs under different consent and data-sharing scenarios, and to identify factors associated with willingness. Methods: This large, experimental survey of patients at the 11 eMERGE Network sites used a disproportionate stratified sampling scheme to enrich the sample with historically underrepresented groups. Participants were randomized to receive one of (...) three consent and data-sharing scenarios. Results: In total, 90,000 surveys were mailed and 13,000 individuals responded (15.8% response rate). 5737 respondents were parents of minor children. Overall, 55% (95% confidence interval 50–59%) of parents were willing to enroll their youngest minor child in a hypothetical biobank; willingness did not differ between consent and data-sharing scenarios. Lower educational attainment, higher religiosity, lower trust, worries about privacy, and attitudes about benefits, concerns, and information needs were independently associated with less willingness to allow their child to participate. Of parents who were willing to participate themselves, 25% were not willing to allow their child to participate. Being willing to participate but not willing to allow one’s child to participate was independently associated with multiple factors, including race, lower educational attainment, lower annual household income, public health care insurance, and higher religiosity. Conclusions: Fifty-five percent of parents were willing to allow their youngest minor child to participate in a hypothetical biobank. Building trust, protecting privacy, and addressing attitudes may increase enrollment and diversity in pediatric biobanks. (shrink)

Jerry Fodor has long championed the view, recently dubbed “scientific intentional realism” (Loewer and Ray, 1991, p. xiv), that “a scientifically adequate psychology will contain laws that quantify over intentional phenomena in intentional terms.” On such a view our belief/desire psychology will be “vindicated” through empirical investigation; that is, it will be shown to denote the explanatory (or causally salient) states or events in the production of thought and behavior. That intentional properties, states, or events have causal efficacy---are not (...) mere epiphenomena---is necessary for any such vindication. This paper investigates whether intentional properties can if fact ground or sustain the causal relations empirical psychology aims to reveal. I conclude that intentional properties are not amenable to such an explanatory role, and that, therefore, a different vindication of intentional description is required of the realist. (shrink)

This collection, with an agreeable proportion of new material and a sensible selection of old, is worth the money and ought to be on the shelf of anyone interested in recent work on language by philosophers, psychologists, and linguists. The section by linguists proper is the longer and more up to date but this seems quite in order: today neither work in philosophy nor psychology can provide a plausible center-of-attention that will take in the other and linguistics as flanking material. (...) For better and worse linguistics is the centerpiece: and the debate between "interpretive" and "generative" semanticists, here respectively represented by Chomsky and George Lakoff, is the center, most likely, of the centerpiece. The generative semanticists suggest that the base and semantic components ultimately come to the same: the distinction between syntactic rules and semantic rules is presumed as in the Chomskian position but it is thought that the algorithm of wellformedness will turn out to provide all the rules needed for semantic interpretation. The interpretive semantic alternative, here argued by Chomsky in a paper otherwise difficult to obtain except in mimeo, distinguishes semantic from base component by insisting, particularly in matters respecting reference and quantification, that transformations are not meaning-invariant, and that, hence, the semantic component is fed by both the base and surface structures independently. To put the interpretive view in terms of Tarski-cum-Davidsonian biconditionals, we would no longer have on the left side of the biconditional one ’structural-descriptive’ string but rather two separate strings, one surface and the other deep, that would jointly and independently determine meaning. The generative semanticists, following James McCawley, stress that their argument against autonomous deep syntax follows in form Morris Halle’s well-known argument against a phonemic level of description supposed intermediate between superficial surface syntax and systematic phonetics. The basic question one raises against this argument is whether logico-semantic form constitutes itself for linguistic science as one level of description and as an essentially linguistic level of description. One can see an obvious place for philosophers in these arguments, though one finds in this volume very little suggestion of philosophical-semantic work, in the Frege-Carnap tradition, that Donald Davidson, Richard Montague, John Wallace, etc., have been carrying on lately. There is a previously unpublished paper by David Wiggins in this vein, but though Wiggins is his usual brilliant and playfully convoluted self, this is too idiosyncratic and occasional a piece to represent what is by way of a movement. Indeed, aside from the Wiggins-Alston material, the philosopher’s section is solid but familiar material: H. P. Grice’s famous paper on meaning and Paul Ziff’s criticism of Grice’s theory; Gilbert Harman’s "Three Levels of Meaning"; late-1960s papers by Donnellan, Linsky, Quine, Strawson, Vendler, and Searle on reference. But this aside this volume vividly makes the point that philosophy and linguistics have never been more entangled with each other in a genuine working relationship. Chomsky’s arguments come in part from recent philosopher’s work. There is evident concern by linguists with presuppositions and performatives. "Fact," an important and not easily available paper by Paul and Carol Kilparski, sparks the philosophic imagination—as do new pieces on lexical entries, semantic features, and categories by Charles Fillmore, Manfried Bierwisch, and others. Almost enough to justify J. L. Austin’s hopes for a joint endeavor of linguists, philosophers, and psychologists: one sees in the footnotes and bibliographies, in the issue and vocabulary, that disciplines are joining and reflecting upon each other in day-to-day work. The psychology section also contains one large new piece: a splendidly energetic defense of linguistic behaviorism by Charles Osgood. One finds balance for this in Jerry Fodor’s "Could meaning be an rm?" And some good, current, and often not easily available material by George Miller, Eric Lennberg, and others. The "overviews" for the various sections are quite distinguished themselves: but this is only in keeping with general character of this reader.—J. L. (shrink)

Classical education includes an apprenticeship in the art of rhetoric. It also gives a central place to the study of major works of literature, philosophy, and theology. There is often, however, an assumed disconnection between the art of rhetoric and the study of great texts. This disconnection undermines students’ ability to hear the voices of these texts as conversation partners in ongoing debates. This article illustrates how historically-based rhetorical-poetic reading enables us to hear the voices in a given text and (...) to consider how they work together. The argument first outlines some modern assumptions about the relation between poetry and rhetoric. The second part explains what rhetorical-poetic reading involves when approaching John Milton’s epic, Paradise Lost. The final section focuses on the second book of Milton’s poem, establishing how layered persuasive purposes constitute the fabric of the work and what the poem reveals through its curious dramatization of demonic deliberation. In recent years, many philosophers of modern physics came to the conclusion that the problem of how objectivity is constituted (rather than merely given) can no longer be avoided, and therefore that a transcendental approach in the spirit of Kant is now philosophically relevant. The usual excuse for skipping this task is that the historical form given by Kant to transcendental epistemology has been challenged by Relativity and Quantum Physics. However, the true challenge is not to force modern physics into (...) a rigidly construed static version of Kant's philosophy, but to provide Kant's method with flexibility and generality. In this book, the top specialists of the field pin down the methodological core of transcendental epistemology that must be used in order to throw light on the foundations of modern physics. First, the basic tools Kant used for his transcendental reading of Newtonian Mechanics are examined, and then early transcendental approaches of Relativistic and Quantum Physics are revisited. Transcendental procedures are also applied to contemporary physics, and this renewed transcendental interpretation is finally compared with structural realism and constructive empiricism. It is the impression of neurologists who deal with cancer patients that the incidence of neurologic complications of cancer is increasing (Posner 1995). ...

Several key areas in modeling the cardiovascular and respiratory control systems are reviewed and examples are given which reflect the research state of the art in these areas. Attention is given to the interrelated issues of data collection, experimental design, and model application including model development and analysis. Examples are given of current clinical problems which can be examined via modeling, and important issues related to model adaptation to the clinical setting.

Many alternatives or supplements to principalism seek to reconnect medical ethics with the thoughts, feelings, and motivations of the persons directly involved in ethically troublesome situations. This shift of attention, from deeds to doers, from principles to principals, acknowledges the importance of the moral agents involved in the situation — particular practitioners, patients, and families. Taking into account the subjective, lived experience of moral decision-making parallels recent efforts in the teaching of medicine to give the patient''s subjectivity — his or (...) her personal experience of being sick or disabled — epistemological parity with scientific medicine''s objective, biomedically-oriented view of the person''s sickness or disability.Moreover, the shift from principalism to principals signals a growing realization that ethical problems in the profession of medicine are inseparable from its practice. Philosophers and other humanists working in medicine should resist the temptation to institutionalize a professional role as solver of ethical problems, clarifier of values, or mediator of disputes and work instead to help practitioners practice medicine reflectively. While my own philosophical views are largely in keeping with my mentor, Dallas Willard, nevertheless, I find his conception of the human person puzzling, hard to specify precisely, and prima facie contradictory in a few places. Dallas's central goal in formulating his anthropology was to develop a model that shed light on, allowed for deeper insight into, and fostered interest in spiritual formation, especially the role of the body in spiritual maturation. I share this goal, and agree with most of (...) his model. But in what follows, I will make more precise what his views were, try to clear up what, prima facie, seem to be contradictions in his theory, and, finally, recommend an alternative that captures the central concerns Dallas had for his own position. Thus, I will lay out a few general points of Dallas's ontology, provide a description of his philosophical/theological anthropology, along with two problems that seem to be present, and offer a slightly adjusted alternative to his position that accomplishes his main goal in a way with which I believe he would be satisfied. Hume's 'Natural History of Religion' offers a naturalized account of the causes of religious thought, an investigation into its 'origins' rather than its 'foundation in reason'. Hume thinks that if we consider only the causes of religious belief, we are provided with a reason to suspend the belief. I seek to explain why this is so, and what role the argument plays in Hume's wider campaign against the rational acceptability of religious belief. In particular, I argue that the work threatens (...) a form of fideism which maintains that it is rationally permissible to maintain religious belief in the absence of evidence or of arguments in its favour. I also discuss the 'argument from common consent', and the relative superiority of Hume's account of the origins of religious belief. (shrink)

During the months before and after he saw Julius Caesar assassinated on the Ides of March, 44 BC, Cicero wrote two philosophical dialogues about religion and theology: On the Nature of the Gods and On Divination. This book brings to life his portraits of Stoic and Epicurean theology, as well as the scepticism of the new Academy, his own school. We meet the Epicurean gods who live a life of pleasure and care nothing for us, the determinism and beauty of (...) the Stoic universe, itself our benevolent creator, and the reply to both that traditional religion is better served by a lack of dogma. Cicero hoped that these reflections would renew the traditional religion at Rome, with its prayers and sacrifices, temples and statues, myths and poets, and all forms of divination. This volume is the first to fully investigate Cicero's dialogues as the work of a careful philosophical author. (shrink)

The prospect of using cell-based interventions to treat neurological conditions raises several important ethical and policy questions. In this target article, we focus on issues related to the unique constellation of traits that characterize CBIs targeted at the central nervous system. In particular, there is at least a theoretical prospect that these cells will alter the recipients' cognition, mood, and behavior—brain functions that are central to our concept of the self. The potential for such changes, although perhaps remote, is cause (...) for concern and careful ethical analysis. Both to enable better informed consent in the future and as an end in itself, we argue that early human trials of CBIs for neurological conditions must monitor subjects for changes in cognition, mood, and behavior; further, we recommend concrete steps for that monitoring. Such steps will help better characterize the potential risks and benefits of CBIs as they are tested and potentially used for treatment. (shrink)

The purpose of this study was to identify and describe published research articles that were named in official findings of scientific misconduct and to investigate compliance with the administrative actions contained in these reports for corrections and retractions, as represented in PubMed. Between 1993 and 2001, 102 articles were named in either the NIH Guide for Grants and Contracts ( Findings of Scientific Misconduct ) or the U.S. Office of Research Integrity annual reports as needing retraction or correction. In 2002, (...) 98 of the 102 articles were indexed in PubMed. Eighty-five of these 98 articles had indexed corrections: 47 were retracted; 26 had an erratum; 12 had a correction described in the comment field. Thirteen had no correction, but 10 were linked to the NIH Guide Findings of Scientific Misconduct , leaving only 3 articles with no indication of any sort of problem. As of May 2005, there were 5,393 citations to the 102 articles, with a median of 26 citations per article (range 0–592). Researchers should be alert to Comments linked to the NIH Guide as these are open access, and the Findings of Scientific Misconduct’ reports are often more informative than the statements about the retraction or correction found in the journals. I argue that Kant’s mature political philosophy entails the provisionality thesis. The provisionality thesis asserts that in a world like ours, populated with beings sufficiently like us, acquired rights (rights to external objects of choice, including property, sovereignty and territory) are necessarily provisional. I motivate the standard view, which restricts the notion of provisional right to the state of nature and the transition from the state of nature to the civil condition. I then provide two textual arguments against it.
